What is the difference between PEO and EOR?

An Employer of Record (EOR) can hire employees in other countries on your behalf; a Professional Employer Organisation (PEO) generally cannot.

Companies without legal entities in a country use EOR for legal employment through the provider's entities. Companies that already have an entity and need help with HR, admin, and payroll use PEO. In short: a PEO offers similar services to EOR but doesn't provide legal employment abroad.
